ABOUT THE CENTER
The Mine Action Coordination Center is a consultative and advisory body under the Kharkiv Regional Military Administration, operating within the territory of Kharkiv Region. It was established to plan, coordinate, oversee, and implement mine action activities across the region. The Center ensures effective coordination and cooperation among structural units of the Kharkiv Regional Military Administration, executive authorities, local self-government bodies, as well as governmental and non-governmental organizations working in the fields of information dissemination, marking, demining, and clearance of territories contaminated with explosive remnants of war..
The Mine Action Coordination Center focuses its efforts on creating a safe environment for everyday life and supporting the recovery of affected territories.
GOALS OF THE CENTER
- Facilitating mine action stakeholders in fulfilling their assigned functions and mandates in the field of mine action, creating appropriate working conditions, including the organization of effective interaction among them and ensuring participation in joint activities.
- Supporting the organization and coordination of activities, including the delivery of public education by mine action operators, relevant information and awareness-raising efforts, educational initiatives, and the assessment of their effectiveness.
- Addressing existing challenges and problematic issues.
- Monitoring and meeting the urgent mine action–related needs of communities in the Kharkiv Region.
- Cooperating with international organizations to support mine action processes in the Kharkiv Region.
- Coordinating the monitoring, consolidation, and analysis of information; preparing reports for the leadership of the Kharkiv Regional Military Administration on the current situation; and developing and submitting proposals to improve the effectiveness of planning and implementation of mine action activities, as well as to reduce the social, economic, and environmental impact of explosive hazards on the lives and livelihoods of the population of the Kharkiv Region.
CENTER WORKING GROUPS
For effective coordination and implementation of mine action activities, the Center has established a number of working groups aimed at addressing key tasks. Their activities include data collection, processing, and analysis, which ensures effective management of humanitarian mine clearance. The working groups also focus on raising public awareness about risks, providing medical assistance to victims of explosive ordnance, coordinating the work of mine clearance operators, and developing strategic plans. Additionally, they are engaged in marking hazardous areas and implementing advanced mine clearance technologies to enhance safety and accelerate the clearance of explosive hazards from affected territories.

The Center’s free hotline allows residents of the Kharkiv Region to submit inquiries on mine action issues. Center specialists provide consultations on rules of safe behavior, the functioning of the non-technical survey program for affected areas, and explain the procedure for submitting applications for compensation of expenses for the demining of agricultural land
